Cat Bonds as a New Frontier for Climate Risk Management


Catastrophe bonds (cat bonds) are emerging as an important link between capital markets and climate risk management. At GRI’s webinar, Cat Bonds as a New Frontier for Climate Risk Management, the session provided an overview of how cat bonds transfer catastrophe risk from insurers to investors and their growing relevance as extreme weather events widen the insurance protection gap. It also outlined key risks and challenges for both issuers and investors, including modelling uncertainty, data limitations, basis risk, pricing complexity and the importance of transparent disclosure and governance frameworks to support market confidence and scalability.
Building on this foundation, a panel of industry experts from TD Insurance, GC Securities, and CPPIB shared practical perspectives drawn from recent Canadian issuance experience, with TD Insurance’s 1st and 2nd cat bond issuances marking an important step in domestic market development. Speakers highlighted lessons learned in strengthening internal governance, refining risk modelling approaches, and coordinating across legal, treasury, and risk functions, while sustained investor engagement was identified as central to market credibility. Repeat issuance, credible analytics and efficient regulatory processes were seen as key conditions for market growth, positioning cat bonds as a complementary tool to strengthen insurance capacity and financial resilience in an increasingly volatile climate environment.
Debdatta Bose
Associate Vice President, TD Insurance
Debdatta Bose joined TD Insurance in November 2023 as Associate Vice President – Reinsurance and Corporate Insurance.
Debdatta is the business owner of the GI Reinsurance Program and the Bank’s Corporate Insurance Program. She drives and executes strategy, ensures appropriate coverage is in place and falls within TD’s risk appetite.
She joined TD from AON Reinsurance Solutions, where she was Vice President, Analytics for 9 years. Debdatta has over 20 years of P&C Insurance and reinsurance risk management and has a proven track record translating highly technical solutions into actionable business solutions. She has extensive experience in insurance modelling and catastrophe analysis including model evaluation and dynamic portfolio optimization. Debdatta is a Fellow of both the Canadian Institute of Actuaries and the Casualty Actuarial Society along with holding a masters in statistics.
Cory Anger
Managing Director, GC Securities
Cory is a Managing Director at GC Securities leading origination and structuring efforts within the capital markets team and has experience working on over 175 144A cat bond transactions totaling more than $43B of risk capital placed (in addition to private cat bonds, collateralized reinsurance and sidecars) during her 26 years in the ILS market for insurers, reinsurers, corporates and governmental clients
Prior to joining GC Securities in May 2008, Cory was a Senior Vice President at Lehman Brothers in the Insurance Products Group where she spent 8.5 years originating and structuring insurance and hybrid capital solutions for the P&C and life insurance sectors. Prior to Lehman Brothers, she worked in risk management at Merrill Lynch and in risk analysis at the Office of the Comptroller of the Currency.
Cory has an MBA with concentrations in Finance and Accounting from the Simon School of Business at the University of Rochester, an MS in Statistics from George Mason University and a BS in Statistics and Economics from Virginia Tech.
Jason Blumberg
Portfolio Manager, CPP Investment Board
Jason is a Portfolio Manager in the External Portfolio Management team at CPPIB, focussing on co-investment and fund opportunities in global macro, volatility and insurance linked securities markets globally.
Jason joined CPPIB’s External Portfolio Management team in 2015 and has covered a range of hedge fund strategies across asset classes. Jason has also worked on CPPIB’s Direct Catastrophe Insurance and Strategic Tilting programs as part of the Macro Strategies team at CPPIB. Jason joined CPPIB from ICAP, where he was a Senior Quantitative Analyst. Jason began his career as a Credit Analyst at Investec Bank in 2005 and was also a Fixed Income Portfolio Manager at SMBC and Van Eyk Research.
Jason holds a Bachelor of Commerce degree in Economics from the University of Witwatersrand and is a CFA Charterholder.
Yibo Bu
Research Associate, Sustainable Finance
Yibo Bu, a certified FRM member, is Climate Research Analyst at Global Risk Institute. In this role, she contributes her expertise to various research projects, and to GRI`s engagement with partners in academia and government, across climate risk related topics.
Prior to joining GRI, Yibo was a Financial Advisor at the Cooperators, and served as vice president of a non-for-profit organization. She has passed the Level 1 CFA exam, holds a Master’s of Financial Accountability from York University, and an MBA from the Schulich School of Business with a specialization in risk management.
